Tianjin TIS Hi-tech Information System Service Co., Ltd. (Tianjin TIS Hi-tech), an affiliate of TIS Inc. (TIS), a subsidiary of IT Holdings Corporation, today announced the signing of a business alliance with Pacnet Business Solutions (China), a business unit of the leading regional telecommunications service provider, Pacnet, to jointly develop a new data center facility in Tianjin, China.

“The alliance will combine Tianjin TIS Hi-tech’s expertise in IT outsourcing with Pacnet’s network capacity and management expertise to develop the Tianjin Binhai Hi-tech Internet Data Center (Binhai Hi-tech IDC),”said Takashi Marui, CEO and Director of Tianjin TIS Hi-tech.

“We are pleased to partner Tianjin TIS Hi-tech to develop this new facility which will address the growing demand for connectivity and co-location services in Tianjin and also contribute to the development of the Tianjin Binhai New Area,” said Richard Carden, Managing Director of Pacnet Asia.

Tianjin TIS Hi-tech will leverage TIS’ expertise in building and operating data centers in Japan to develop the Binhai Hi-tech IDC, which will exceed the Tier III global standard for data-secure facilities, ensuring secure and reliable services that are on par with that offered in Japan. The Binhai Hi-tech IDC is targeted for completion in Spring 2010.

Together with the launch of the new data center, Tianjin TIS Hi-tech will also launch its outsourcing services in the Tianjin area and deliver a full suite of IT services to meet the outsourcing demands of the rapidly growing businesses across China, especially in the finance, communications and manufacturing sectors.

“As part of the alliance, Pacnet will also establish a Point of Presence (PoP) at the Binhai Hi-tech IDC,” said Henry Lam, General Manager of Pacnet Business Solutions (China). “The PoP will offer the first Border Gateway Protocol (BGP) connection in the Tianjin district that will enhance Tianjin’s network connectivity by being directly connected to Pacnet’s next-generation network, as well as other domestic network partners and deliver the network diversity demanded by today’s businesses.”

Through the alliance, Tianjin TIS Hi-tech aims to sell 200 racks in the first year following the opening of the Binhai Hi-tech IDC and 1,200 racks within five years.The alliance will also see Tianjin TIS Hi-tech and Pacnet pursue joint marketing activities to showcase TIS’ expertise in managing IT systems for the finance industry, and promote Pacnet’s new connectivity services into Tianjin.

Pacnet Business Solutions (China) is the first foreign-owned telecommunications equity joint venture in China to obtain a license to offer value-added telecommunications services from the Ministry of Industry and Information Technology (MIIT), enabling it to add IP VPN services to its suite of solutions and directly connecting its industry-leading IP network infrastructure into major cities across the country. Pacnet’s reach in China covers 14 cities including Beijing, Shanghai, Hangzhou and Dalian, as well as major cities in Guangdong province including Guangzhou, Dongguan and Shenzhen, and it will extend its reach to 20 cities by the end of 2010.
