According to allAfrica.com, New Artel, an ISP owned by the Rwandan government, is negotiating with SEACOM for access to their system.  Francis Karemera, New Artel's CEO, told The Business Times that “We expect to finalise all conditions with the signing of a Memorandum of Understanding (MoU) possibly by Monday.”
