INTERNET slowdowns or dropouts are a fact of life in Myanmar and always begin in more or less the same way – staff call out to each other across the room suggesting different proxy numbers and repeatedly hit the “refresh†button to no avail.  Then, a couple of days later, a brief message will pop up on newly opened browsers informing paying users of the nature of the problem.
The most recent message begins “Dear Valued Customersâ€, and explains that the “unstable†internet connection is the result of an unexplained failure of the SEA-ME-WE 3 submarine fibre optic cable on October 17.
