INTERNET slowdowns or dropouts are a fact of life in Myanmar and always begin in more or less the same way – staff call out to each other across the room suggesting different proxy numbers and repeatedly hit the “refresh” button to no avail.  Then, a couple of days later, a brief message will pop up on newly opened browsers informing paying users of the nature of the problem.

The most recent message begins “Dear Valued Customers”, and explains that the “unstable” internet connection is the result of an unexplained failure of the SEA-ME-WE 3 submarine fibre optic cable on October 17.
