By SubTel Forum published an article yesterday with strong words for African ISPs overcharging for high-bandwidth internet connections.  In the article, the author relates a Utopian future that was promised with the arrival of submarine cables in Mombasa and Dar es Salaam.  That future looks distant, however, as ISP have failed to lower their rates due to a need to re-coop their investments.
