Spanish news agency EFE is reporting that the government of Cuba has denied any contact with U.S. companies planning to develop a submarine cable to the island.  TeleCuba, a U.S. firm, was granted a license by the U.S. Treasury to install a submarine cable system between Key West, Florida and Havana, Cuba.  This proposed system would vastly improve communications for Cuba, who has been forced to rely on satellite communications due to the U.S. embargo that was only recently relaxed by President Obama.
