Business Day is reporting that Tata Communications has signed up to be the first major customer of the Seacom cable.  The deal calls for Tata to mange the cable, its customer relations and its billing systems.  Tata owns 56% of Neotel, a telecoms operator which is now poised to become the anchor tenant on the cable, able to deliver cheap bandwith to South Africa.  Neotel is already signed to managed Seacom's Mtunzini landing station.  Finally, Tata is slated to land the cable in Mumbai, connecting the cable to Marseilles when Seacom reaches France and India.
