Liberty, CANTV Plan Fénix Subsea Cable

Liberty Networks and Venezuela’s state-owned operator CANTV plan to develop Fénix, a new subsea connection between Venezuela and Curaçao. The announced system would cover 378 km, linking Willemstad with Camuri, a coastal location about 50 km from Caracas.

Fénix is being designed with at least 14 Tbps of ring capacity, flexible spectrum loading, and support for both 100G and 400G interfaces. In Venezuela, the system would join CANTV’s coastal festoon network. The operator expects that arrangement to diversify the country’s connectivity and bring latency between the two landing points below 4 milliseconds.

At the Curaçao end, Fénix would connect into Liberty’s existing regional infrastructure. The company identified ARCOS, EC-Link, Jerry Newton and PCCS among the systems already landing on the island. Liberty also said the design includes IP Transit service from Curaçao, providing onward access to the NAP of the Americas data center in Miami.

The project would therefore add a direct cross-border route while linking Venezuela into established Caribbean and Americas networks. It represents a new capacity and route-diversity option rather than an update to the recent restoration work on other Venezuelan connections. Liberty and CANTV did not announce a construction schedule, ready-for-service target or project cost, leaving the delivery timetable and investment terms open.
