Follow-on collaboration with APTelecom advances execution-ready planning for SubConnex system
Ashburn, Virginia – April 16, 2026 – WFN Strategies today announced its continued collaboration with APTelecom in support of the SubConnex submarine cable system, delivering a focused Preliminary Environmental and Social Impact Assessment (PESIA) across key landing sites in the Indian Ocean and Southeast Asia.
WFN Strategies has been engaged to assess seven landing locations across India, Thailand, Malaysia, Indonesia, and Singapore, providing a clear view of environmental constraints, marine use conflicts, and permitting pathways that will directly influence project viability and schedule.
The program combines desktop environmental screening with targeted site visits, marine hazard analysis, and jurisdiction-specific permitting review. The result is a single, decision-grade assessment that identifies risk early and defines what needs to happen next.
“This is where projects build real momentum,” said Wayne Nielsen, Managing Director of WFN Strategies. “When environmental and permitting risks are clearly understood early, projects move forward with greater certainty, efficiency, and cost control.”
“SubConnex spans multiple jurisdictions where regulatory, environmental, and stakeholder risks are real and immediate,” said Sean Bergin, President and Co-Founder of APTelecom and Pacific Telecommunications Council Board member. “WFN Strategies cuts through that complexity. They focus on what matters and what needs to be done to keep the project moving.”
WFN’s PESIA will deliver environmental risk classification for each landing site, supported by geospatial analysis, field observations, and practical installation considerations. The work is designed to feed directly into marine survey planning, route engineering, and permitting strategy without rework or delay.
The assessment is expected to be completed within approximately 12 weeks, aligning with SubConnex development timelines and enabling the next phase of project execution.
This effort extends the ongoing collaboration between APTelecom and WFN Strategies, built on delivering real outcomes across complex submarine cable projects. As demand accelerates for resilient, high-capacity infrastructure, both organizations remain focused on execution, not theory.
