Jakarta – PT NAP Info Lintas Nusa (Matrix NAP Info) together with PT Communication Cable Systems Indonesia Tbk. (CCSI) on Tuesday, 22 February 2022 has signed a legal document related to the establishment of PT Varuna Cahaya Santosa which is a Joint Venture to develop the network of high-capacity Submarine Communication Cable System which is named Varuna Cable System (VCS). This submarine fiber optic cable will connect Java, Bali, Lombok, Sumbawa, Labuan Bajo, Sulawesi, Kalimantan, Bawean, Madura island and return back to Java island in one loop network with a total optical cable length of more than 3,400 km (three thousand four hundred kilometers).

On a separate occasion, CCSI and Matrix NAP Info have also signed a Memorandum of Understanding (MoU) with Mitsui & Co., Ltd. (Mitsui) related to Mitsui's interest to take part in equity participation in VCS and the discussions regarding this matter are still ongoing.

The background of the presence of VCS is to participate in strengthening the telecommunications infrastructure in Indonesia, which is the foundation for the fast-growing digital economy. The stakeholders of VCS see that the development of a telecommunications network that is increasingly expanding outside Java requires the construction of a submarine fiber optic cable backbone network that connects islands throughout Indonesia.

In this collaboration, Matrix NAP Info plays a role in supporting expertise in the operation and construction of the submarine cables. This is based on the historical experience of Matrix NAP Info which has successfully implemented a Submarine Communication Cable System in 2008. Meanwhile, CCSI is responsible as a procurement and deployment contractor (Engineering Procurement Construction), and operation and maintenance. The submarine fiber optic cable that will be used is made by CCSI with technical specifications of 48 (forty-eight) fiber cores, with the type of cable Repeaterless System, light-weight (LW), single-armored (SA) or double armored (DA).

The construction of this network is targeted to be completed within 24 months with the cable deployment following the National corridor as per the Decree of the Minister of Maritime Affairs and Fisheries Number 14 of 2021 concerning Submarine Pipelines and Cables. In addition, cable laying specifications comply with the Regulation of the Minister of Transportation Number PM 129 of 2016 regarding Shipping Lanes at Sea and Constructions and/or Installations in Waters as stated in Chapter IX of Constructions or Installations in Waters, Article 64 point 2.b. Submarine Cable Installation.

“Varuna Cable System (VCS) has the advantage of being able to serve areas in several Indonesian archipelagos that are developing their digital economy. The CCSI – Matrix NAP Info – Mitsui cooperation and collaboration shows a high commitment in the services provided to cross-industry strategic partners who will use the network from VCS,” said Peter Djatmiko, President Director of CCSI and VCS.

“We at Matrix NAP Info see this VCS as a vehicle in terms of realizing inclusive digital literacy that emphasizes equity for all Indonesian people. As a network provider that has been present in Indonesia for more than two decades, we hope that the presence of VCS will also be a form of our real contribution to Indonesia in line with the government's invitation so that all ICT stakeholders can collaborate in terms of digital transformation of the country,” said Thomas Dragono, Managing Director of Matrix NAP Info.
