The Cayman Islands, Grand Cayman, George Town – 22 November 2023. The Cayman Islands, recognised for their essential role in international business and connectivity, are reinforcing their commitment to global telecommunications infrastructure. The advancement of this initiative comes at the culmination of extensive work by the team at the Ministry of Planning, Agriculture, Housing and Infrastructure (PAHI), demonstrating the government's dedication to enhancing the nation's capabilities and ensuring seamless international connectivity on a global scale.

Highlighting this commitment, Dr. Ranulf Scarbrough, a distinguished veteran of the telecommunications industry, has been selected to lead the critical initiative of submarine cable modernization. Scarbrough's extensive track record in managing submarine cable and broadband projects with government participation worldwide positions him as the ideal leader for this endeavour.

The decision to prioritise submarine cable modernization follows a recent external study, which underscored the paramount national importance of the Cayman Islands' existing infrastructure in the context of global connectivity. Recognizing the need for expert guidance and support, The Ministry has entered into a strategic partnership with Cambridge Management Consulting Ltd (CMC), a globally renowned consultancy recognised for its specialised submarine cable project development practice.

Cambridge Management Consulting Ltd. will be bolstered by the collaboration of WFN Strategies, headquartered in Virginia, USA. Their combined expertise will provide invaluable support in areas such as project planning, system procurement, and project execution. To ensure seamless coordination and local support, Cayman-based SBM International will play a pivotal role in this collaborative effort. The total value of this contract is estimated to be up to KY$1.39 million.

The Honourable Johany “Jay” Ebanks, Minister of Planning, Agriculture, Housing & Infrastructure, emphasised the central role of digital connectivity in the contemporary global landscape. He stated, “Digital connectivity is crucial to the way our islands live, work and play in a modern world. These resources will help us ensure the Cayman Islands can be confident that our digital connections to the outside world will match the critical dependence we place on them. I welcome these new capabilities to the Ministry’s team and look forward to working with them on these important initiatives.”

The Ministry (PAHI) remains steadfast in its commitment to nurturing resources and capabilities that will fortify the Cayman Islands' digital connections on the international stage, driving continued growth and prosperity for the nation.
